GYC Economic Policy
ECONOMIC POLICIES FOR BRANCHES, MINISTRIES, ADMINISTRATIONS DEPARTMENT.
These policies must be followed by all offices and the Leaders are responsible to ensure
members know and abide by them.
SECTION I - Transactions & Essential Services
Article I- Earnings / Income
a. Services used to directly reach out to the "Lost Sheep of Israel"
b. Services that provide protection to the people, and GYC.
c. Services requested by Leadership via an order or decree.
d. Services needed unexpectedly while a Biblical Feast Day or gathering are in session.
e. Any services needed in times of Emergency.
2. Furthermore, the following services must always be supplied at no cost to the
community.
i. Teachings the public
ii. Broadcasting to teach the lost sheep.
iii. Attending Yah feast(unless required by Scriptures),
iv. Updating medias & websites for Teaching & Biblical Feasts purposes,
v. Managing records
vi. Performing Hebrew rituals
vii. Hosting Biblical Feasts
viii. Provide security & safety to the people or Leaders.
3. If you believe a service qualifies for essential services and was refused to be
provided to you by an office, immediately contact GYC Leadership Operation.
Article III- Payment for Services
Article I-Essential Programs.
I- Fund Request

Article III- Investing
No Branch, Ministry, Administration, or Department has the authority to
borrow from outside of GYC for their offices, nor do they have any authority to
borrow on behalf of GYC Community.
All borrowing will be done within via GYC Economic system through the
Ministry of Economy.
No Branch, Ministry, Administration, or Department are allowed to directly
borrow from other offices, they must come together to the Minister of
Economy for approval.
The Ministry of Economy have the power to deny any lending transactions.
Article V- Fundraising
members or visitors for money for their offices.
Article VI- Money & Conflicts
They shall be a special office within the Ministry of Economy responsible to
handle financial disputes. An Executive Minister should sit in that body.
All leaders have an obligation to swiftly resolve conflicts between departments
that are in their Branch, Ministry, and Administration over finances.
If there are disagreements between offices over payments, both heads of
offices will be summoned to the leadership council, which will decide on the
appropriate course of action.
Issues that have escalated, or disagreements between ministries over funding,
will be summoned before the Leadership Council which may refer the matter
to the Sanhedrin.
If a Branch, Ministry, and Administration have any issue with an Economy
policy or guideline they must appeal it before the Local Council or the
Leadership Council
Article VII- Funds registrations
established a spending ceiling % based on each office's income in reserve,
which they could no longer spend once they reached.
2. It is ultimately the Ministry of Economic responsibility to regulate spending.
3. Economic ceiling can be lifted only for emergency and leadership determined
essential programs by the votes of two Executive Ministers. Branch,
4. Ministry and Administration can allocate a portion of its reserve to the
Ministry of Economy to invest in GYC businesses.
5. offices are allowed to allocate or use from their reserve funds for investing
purposes.
6. No individuals are allowed to invest in GYC.
7. If an office already owe too much money, break their ceiling limit or have no
cash in their accounts, the Ministry of Economy must not authorize such office
to request to borrow from another office. They may request funds from
Leadership Council.
8. Economic ceiling can be lifted only for emergency and leadership determined
essential programs by the votes of two Executive Ministers.
9. Branch, Ministry and Administration can allocate a portion of its reserve to
the Ministry of Economy to invest in GYC businesses.
SECTION IV- POWER AND RESPONSIBILITY OF THE LEADERSHIP
COUNCIL OVER FINANCES
Article I- Spending & withdrawal
To keep track of spending, we require funds over $500 to be withdrawn for
projects, contributions, or other causes from the GYC safe or account be
signed and approved by an Executive Minister if the Minister is an Executive
Minister or leader, he will need another Executive Minister to sign on the
withdrawal. A call or text verification will be sufficient in an emergency, but
this should not be utilized in typical circumstances.
Article II- Borrowing & funds usage
In case GYC Leadership is no longer in function or decimated, any member of
the High Council may approve a transaction in the name of GYC Community.
Article V- Investing
Without a written consent of the GYC Leadership Council, no Branch, Ministry,
Administration, or Department has the authority to invest in any new initiative
being part of GYC Community.
Article VI- Essential Expenses
Essentials expenses are expenses that the Leadership Council is solely responsible to
pay through the Ministry of Economy because they are necessary to sustain the
Community.
1. GYC rent and utilities are the responsibility of the Leadership Council.
2. Repairing, upgrading, and remodeling the congregations and assemblies is the
responsibility of the Leadership Council.
3. Sacred materials for services are provided by the Leadership Council.
4. Chairs and tables for the congregations and assemblies are provided by the
Leadership Council.
5. It is the responsibility of the Leadership Council to provide sanitary products and
cleaning supplies for the congregations and assembly.
6. It is the responsibility of the Leadership Council to equip the Congregations and
assemblies with cash safe and surveillance systems computers and other safety
equipment.
7. The Community's video cameras, speakers, musical instruments and microphones
must be provided by the Leadership Council.
8. It is the responsibility of the Leadership council to ensure that Congregations and
Assemblies are ensured.
Article Vii- Support for Offices
To aid struggling offices, the Ministry of Economy shall set aside an annual
budget to support each Ministry, Branch, and Council according to the
Ministry’s own judgment and situation. This sum will only be used if these
mentioned offices are unable to assist themselves.

- Because every offices have needs, these policies allow all Branches, Ministries, Administrations, and Departments to bring in revenues by honest means, putting GYC First.
- All revenues generated by Departments are for the Branch, Ministry, and Administration in charge of that Department. And the leader of that Branch, Ministry, and Administration, has complete control over the funds regardless of who or what Department generated it; it is up to the Leader to provide incentives and assist Departments in order for his Branch, Ministry, and Administration to thrive.
- Revenues earned by GYC offices may only be used to operate their offices; they may not be utilized by them for personal use, to start a business, invest, or do anything that the Ministry of Economy do not approve of.
- Branches, Ministries, Administrations, and Departments will generate their earnings from fundraisers and other activities conducted by that office, and not from GYC regular donations, GYC Commitments or donations raised during any program which was financed by Leadership. (see Leadership essential programs below)
- They will be a fixed amount required by this Policy to help maintain the Community from all your earnings ( see power & responsibility of the Ministry of Economy below)
- The Ministry of Economy will place a spending ceiling for every Branches, Ministries, Administrations, and Departments which must be respected. (See Policy on power & responsibility of the Ministry of Economy below).
- If a Branch, Ministry, Administration, and Department has no funding for a service and the leader believe the service might be essential to the community, he or she will come to the Leadership Council and explain why the service is essential, and Leadership will choose the best course of action.
- Branches, Ministries, Administrations, and Departments cannot spend GYC funds or donations they have in hand without first handing it over to the Ministry of Economy for registration and tax purposes.
- GYC funds is considered any money made for GYC, on behalf of GYC, and at GYC. Branches, Ministries, Administrations, and Departments are part of GYC and therefor any money they make belong to GYC.
- After any transaction, the office which conducted that transaction must send a copy of the documents to the Ministry of Economy and the original copy to Leadership Council’s Records Department.
- Essential services are services which must be offered by Branches, Ministries, Administrations, and Departments without expecting any form of payment or reward from another Branch, Ministry, Administration, and Department.

- All services acquired or requested from another office which require payment must be in writing.

- An original copy of all transactions must be sent to the Leadership Council’s Records Department at the time specify by the Department and that office may keep a copy for their own record.
- Offices receiving payments and service are responsible to provide receipt and other records of transactions to Leadership Council’s Records and Department and Economy.
- Offices must not give services by word of mouth on promise of repaying later.
Article I-Essential Programs.
- Essential Programs by this policy are programs that are mandatory by Biblical law, and other programs if not done will negatively affect the whole community and lastly deemed necessary by Leadership, they will be financially assisted or paid by Leadership.
- Terms and agreements of benefits will be negotiated with offices in charge. (See Leadership Council Economic power policy).
- Non-essential programs On the other hands are initiatives taken by Ministries, Branches, and Administrations for their office’s affairs and advancements not deemed essential by GYC Leadership.
- Non-essential programs are usually Finance by the office itself.
I- Fund Request
- All fund requests must go through the Ministry of Economy for approval (see power & responsibility of the Ministry of Economy).

- All projects an office has that may require funding which they do not have in their reserve fund must be approved by the Ministry of Economy and GYC Leadership Council.
- Fund request approval is not guaranteed by the Ministry of Economy, in any case he will provide a valid reason for denying your request.
- An office has the right to appear before the Leadership Council to appeal a fund request denial.
- No Branch, Ministry, and Administration is allowed to hold any funds in their personal capacity without notifying the Minister of Economy or an Executive Minister for no more than seven days.
- All funds collected by a Branch, Ministry, and Administration must be transferred to
guidelines)
Article III- Investing
- Any Branch, Ministry, Administration, or Department who want to invest for their offices must go through the Ministry of Economy and forwarded to Leadership as they have no power to invest themselves.
- A head or member of an office may not use their personal money to invest for their office, it must be first donated for that office then used as investment if approved by the Ministry of Economy.
- All Branch, Ministry, Administration, or Department must obey the investment ceiling set by the Ministry of Economy. (see investment ceiling under power & responsibility of the Ministry of Economy.
- Branch, Ministry, Administration, or Department may request that the Ministry of Economy invest using their funds on behalf of GYC for the benefits of their offices.
- When a Branch, Ministry, Administration, or Department invest in ought, the things they invest in still belong to GYC Community.

- In order to better serve the Community and keep track of funds, the Ministry of Economy is the sole Ministry with authority to keep funds for GYC Community;
- all offices must deposit their funds according to the Ministry's requirements.
- The Leadership Council will sanction anyone holding funds that have been unregistered for more than seven days without the Minister of Economy or an Executive Minister specific authorization or knowledge.
- The Ministry of Economy may demand a portion of each office's earnings to be deducted from their funds, mainly up to 25% to meet GYC financial needs and demands
- The Minister needs no authorization to collect this portion.
- The tribute receive from GYC offices will be divided in three accordingly with the Ministry of Economy Regulation, one part for essential funds, one part for Leadership Projects, and the last part for tax payments.
- Only GYC Leadership can override or nullified the tribute set by this policy.

- Personal expenses are normally to be taken as voluntary work for the Community, we yet recognize your hard work and want to be courteous.
- If GYC has no way of repaying a personal expense at a specific time members shall not obligate GYC to pay it at that inconvenient time.
- All personal funds a Member spend on behalf of GYC Community must be recorded and reported to the Ministry of Economy.
- Once the expense is approved by GYC Leadership They will be marked as debts that GYC Community will repay once the opportunity arise.
- All personal expenses to be made for GYC must be reported to the Ministry of Economy before it is made.
- GYC Community shall not be held liable for any personal expenses made prior to this policy not reported nor documented as borrowed to GYC in writing.
- All personal expenses and transaction must be documented and the original copy must be sent to Record Department.
- Personal lease & rentals The Leadership Council has to approve all personal leases and rentals.
- All property rented to GYC Community must be documented in writing and the original copy must be sent to Record department.Personal donations.
- All personal donations in the form of cash or property which is worth over $300 presented to a GYC Leader, the leader must have the individual or organization sign a consent form which must include the following.
- If the fund is put in our donation box these steps won’t be needed.
